Industrial Plantation Forests
An in-depth analysis of Indonesia’s strategy to position Industrial Plantation Forests (HTI) as key contributors to renewable energy and the green economy, highlighted through the keynote address of Ir. Laksmi Wijayanti at COP30 UNFCCC. Includes insights on investment, sustainability systems (SVLK), and collaboration opportunities.
At the Indonesia Pavilion during COP30 UNFCCC in Belém, Brazil, Ir. Laksmi Wijayanti, M.CP., CGCAE., QIA., CEIO., Director General of Sustainable Forest Management at the Ministry of Forestry, delivered a keynote that reframed how the world views Indonesia’s Industrial Plantation Forests (HTI). Her message was simple but powerful: HTI is no longer just a timber-oriented industry—it’s an engine for renewable energy transformation.

In the talkshow session titled “The Future of Industrial Plantation Forest in Contributing to Renewable Energy: Raw Materials and Investment,” Laksmi challenged global stakeholders to see HTI as the backbone of the emerging green economy, equipped to accelerate bioenergy production and shift industries away from fossil-based materials.
HTI as a Strategic Catalyst for Renewable Energy
In her keynote, Laksmi emphasized that HTI plays a strategic and transformative role in supporting Indonesia’s transition to renewable energy. She highlighted that HTI must be understood in a broader context—not merely as plantations supplying wood, but as a sustainable resource center capable of generating biomass and bioenergy feedstock at scale.
According to her, Indonesia is directing the management of HTI to actively contribute to the energy transition by producing renewable raw materials that can replace fossil-based resources. Biomass, bio-pellets, and other HTI-derived materials stand at the forefront of this shift, forming an alternative energy pathway aligned with global climate goals.
This approach not only strengthens Indonesia’s national strategies but also positions the country as a global supplier of sustainable bioenergy materials.
Green Investment as a Cornerstone of Success
Laksmi underscored that success in advancing HTI as a renewable energy contributor requires substantial green investment. To attract this investment, Indonesia has established a more predictable and supportive investment climate. This includes:
- Legal certainty for long-term forest concessions
- Sustainability-based policies aligned with global standards
- Green incentives for industries adopting renewable and environmentally responsible practices
- Inclusive partnerships with surrounding communities to ensure social and economic equity
Indonesia’s commitment to creating a conducive investment environment signals to global investors that the country is ready for large-scale bioenergy collaboration.
SVLK: Indonesia’s “Green Passport” for Sustainable Products
A key highlight of the keynote was Laksmi’s emphasis on the Sistem Verifikasi Legalitas dan Kelestarian (SVLK), Indonesia’s internationally recognized timber legality and sustainability assurance system. She referred to SVLK as a “green passport” that guarantees traceability, legality, and sustainability of forest-based products, including biomass.
SVLK aligns with major international agreements such as FLEGT-VPA and supports Indonesia’s contributions to its Nationally Determined Contribution (NDC) targets. By ensuring that all HTI products are fully traceable and sustainably produced, SVLK strengthens Indonesia’s position in global markets where sustainability credentials are non-negotiable.
A Call for Collaboration, Innovation, and Sustainable Financing
To conclude her keynote, Laksmi called for stronger collaboration in several key areas:
- Research and innovation to improve productivity and environmental performance
- Harmonization of sustainability standards across industries and markets
- Accessible green financing mechanisms
- Deployment of advanced technologies for efficient and low-carbon production
She reiterated that the future of HTI is bigger than raw materials; it is about creating sustainable livelihoods and supporting a carbon-neutral energy system.
Thought Leaders Supporting the Discussion
The session, moderated by Dr. Fitri Nurfatriani of the National Research and Innovation Agency (BRIN), included insights from prominent Indonesian forestry and energy leaders:
- Novie Widyaningtyas, Senior Adviser to the Minister of Forestry for Forestry Industry Revitalization
- Iwan Setiawan, Deputy Chairperson of the Indonesian Forest Entrepreneurs Association (APHI)
- Dikki Ahmar, Secretary General of the Indonesian Bioenergy Producers Association (APREBI)
Their collective perspectives underscored Indonesia’s unified stance on advancing sustainable forestry and bioenergy as pillars of its economic and climate strategies.
Indonesia’s Commitment to a Net-Zero, Green Economy Future
Indonesia’s participation in COP30 UNFCCC demonstrates its strong commitment to strengthening the synergy between forestry and energy sectors. By leveraging HTI, Indonesia aims to accelerate its journey toward Net-Zero Emissions by 2060 or sooner, while positioning its forests as a global model for climate-positive economic transformation.
With sustainable forest management systems, bioenergy innovation, and robust certification frameworks like SVLK, Indonesia is charting a path toward a future where forests deliver both ecological and economic resilience.
